Mr Farage said: “I think the FCA has done such a great disservice to the nation affecting hundreds of thousands of people and businesses.
“The job of the FCA is to protect individuals against abuse by big organisations, be they banks or pension companies, and they’ve totally failed in every regard, acting in the interest of industry, not consumers.
“The hospice sector is in desperate trouble, and every single one of us at one point will need to avail ourselves of it.
“I think [funding hospices with fines] would be a decent, magnanimous gesture and way of them saying sorry.”
The FCA fined Starling Bank nearly £30m last month for not doing enough to detect financial crimes. The regulator issued a total of £153m in fines last year.
Hospices provide end of life care either in a local facility or in people’s own homes. They receive less than a third of their funding from the Government, instead relying on charity grants.
Hospice UK, which represents 200 charity hospices, said the sector was facing a projected deficit of £60m this year. The last financial year was its worst on record.
Charities have warned that Labour’s 5.5pc pay rise for health staff risks plunging hospices into financial crisis and pushing more patients on to the NHS.
