Editor’s note: The following is part of a series of monthly updates on the HR and Finance Alignment Initiative from the Alignment Project Team. This update includes a message from executive sponsors Vice President for Human Resources Eric Ray and Vice President for University Operations Brendan Hanlon. The HR and Finance Alignment Initiative strengthens and modernizes CSU’s HR and finance functions to better support the academic mission, expand career pathways and enable more strategic, effective ways of working.

Dear CSU community,

This marks the fifth update in our 2026 monthly communications about the HR and Finance Alignment Project.

We appreciate all of the collaborative work with the colleges and divisions to prepare for shifts to provisional organizational structures on July 1.

We also recognize that recent months have been challenging, and we hope you can emphasize self-care, rest, and taking breaks and annual leave when possible over the next couple of months. The internal project team will continue to work over the summer, but we hope to reduce the number of asks to campus during the season.

Provisional organizational structures

Here are the highlighted updates for the month of May: 

Provisional organizational structures: Throughout April, the HR and Finance Alignment Initiative project team collaborated with colleges and divisions to outline provisional organizational structures. These structures define the reporting lines, roles and responsibilities that will take effect on July 1. These structures do not reflect the final-state design. Finalized provisional organizational structures have been distributed from the project to most local leadership teams, and those local leaders were expected to share these decisions with their staff by this week. A few areas are still being finalized. A list of all completed areas was posted on the project website on Wednesday, May 20, along with each area’s deadline to have conversations with their staff about the new structures.  

  • HR/Finance Alignment Fellows: Four new Presidential Fellows have joined the HR/Finance Alignment project team. Each fellow will work closely with senior leaders and project sponsors to support this phase of the initiative that will advance the university’s transition from current HR and Finance structures toward future-state operating models.   • Leading up to July 1: The project team will focus on proactively identifying solutions to ensure continuity of access to systems (e.g. Workday) and information, collaboratively with the new Fellows) and the Change Council. The project team will also develop high-level roadmaps for the work that continues beyond July 1. 
  • What happens on July 1: On July 1, reporting lines, roles and responsibilities will shift to align with provisional organizational structures. In addition, budget lines associated with in-scope positions will shift to the position’s new organization in HR or Finance. Staff will stay in their current location. There will be no physical moves or changes to working locations or arrangements at this time. 
  • What happens after July 1: After July 1, HR or Finance work currently conducted by out-of-scope or blended roles will gradually align with HR or Finance functional teams. Due to the complexity of grants-related finance work as well as pending impacts from changes at the federal level, the Office of the Vice President for University Operations and the Office of the Vice President for Research will co-lead an extended discovery year focused on research administration. Roles related to the Veterinary Health System will also be on a one-year extended timeline to allow for additional exploration and collaborative discussions.  After July 1, the focus will shift to how we put the new structure into practice. A high-level roadmap will be shared in June to facilitate work toward the future state.
